2018年9月20日から22日に海上自衛隊の護衛艦「さざなみ」がポートモレスビーに入港しました。
さざなみ入港期間中に入港歓迎式典、
リメンバランスパークのパプアニューギニア人戦争犠牲者慰霊碑への献花式、
一般公開及び艦上レセプションが行われました。
入港歓迎式典で中嶋大使は「自衛艦隊の寄港は4年ぶりであり、
今回の寄港が日本とPNG及びその他諸国との信頼、友好の発展に資することを期待します」と述べました。

例年パプアニューギニアで先の大戦で戦死された昭和歌謡の大御所
「上原敏さんの歌を聴く会」が次の要領で開催されます。

今年も上原敏さんの季節がやって参りました。没後75年の歌声は、未だに色あせる事無く、
聴く者達を魅了してくれます。今年も感涙に咽んだ数々の作品を今一度ご堪能頂ければと
企画いたしました。 後輩、田端義夫さんや作家、阿久悠さんの幼年時代、又敏さんと
同時代に「綴り方教室」で天才文学少女と称賛され、戦後も活躍された作家の豊田正子さん達の
貴重な作品を是非お聴きいただければと思います。志生野温夫アナウンサーの名調子で綴られた、
美しい上原敏さんの世界でお過ごしいただければ幸いに存じます。

◎ 西川さん（有田町）パプアニューギニアへ （2018.10.2、佐賀新聞）

有田町の西川康さん（２２）が、国際協力機構（ＪＩＣＡ）の青年海外協力隊として、
小学校の教師としてパプアニューギニアに派遣されることになった。
「子どもたちが夢を持てるように活動していきたい」と赴任を心待ちにしている。
西川さんは神戸学院大在学時にテニスの遠征でフィリピンのマニラなどに滞在した際、
ストリートチルドレンや幼い子が物を売り働く姿を見て、
「自分にできることはないか」と青年海外協力隊に応募した。
派遣先は同国本島東端のミリンベイ州アロタウで、２３日から２年間、
算数と体育を教える。
今春の大学卒業後、５～６月に有田中部小で教諭の補助をして経験を積んだ。
「よさこいなど日本の文化も紹介したい」と文化交流も思い描く。
９月下旬には松尾佳昭町長を訪れ、派遣を報告。
「素晴らしい経験をしてきて、帰国後はそれを生かしてほしい」と激励を受けた。

◎ IPA Facilitates Successful Investment Japanese Company (2018.10.4、Post-Courier)

The investment promotion and facilitation efforts
by the Investment Promotion Authority has yet again produced results in another success story
of an investment in technology transfer and employment creation.
This follows the commissioning of a carbonization plant
at the Baruni dump site in Port Moresby by Goyu Eco Works,
a Japanese Innovative Technology Company.
The carbonization plant produces charcoal and vinegar for agricultural
and domestic purposes from wastes like betel nut skin,
coconut husks and shells, and cardboard.
The investment has brought with it employment opportunities
for the surrounding communities as youths and women residing at the Baruni Dump site
have been engaged in collecting the waste, assist in processing it
as well as providing security.
The IPA assisted Goyu Eco Works at the initial stage
by providing data on PNG's business environment especially on the imports of vinegar,
charcoal and fertilizers into the country annually.
The Authority consulted relevant Government agencies to source the required data.
Based on the market information provided,
Goyu Eco Works decided to invest in PNG and constructed a new Eco-Tan-Kun (carbonization plant)
in August this year.
The plant succeeded in its first trial production of charcoal and vinegar.
Mr. Mitsuru Aotsu of Kaihatsu, the Consultant for Goyu Eco Works said
the purpose of this project is to increase investment,
especially in the agriculture sector by producing value added products using charcoal and vinegar
which constitutes some of the purely organic materials.
He said that the project will also assist government
in reducing the cost of managing waste by keeping our towns
and cities clean for the investors to do business
as well as for the benefit of the general public.
The NCDC officials when officiating at the demonstration
and commissioning of the project expressed gratitude to Goyu Eco Works Inc
and JICA for the initiative taken to set up the carbonization plant
in Port Moresby adding that NCDC spends millions of kina every year to control the waste.
The Commission said this project will help in reducing the budget for managing waste
and it will also help bring hope and great opportunities to the communities
around Baruni in terms of employment and occupation.
The Feasibility Study for the project was implemented through funding support
given by Japan International Cooperation Agency (JICA) and NCDC.
The Goyu Eco Works revealed that products produced by the Eco-Tan-Kun carbonization plant
will be sent back to Japan for testing and analysis to determine the success of the project.
The outcome of the test results will see the company going into full production
and export of charcoal and vinegar to Japan from Papua New Guinea in the near future.
Charcoal and vinegar can be used as fertilizers for garden,
sanitization of bad odor and treating animal diseases.

パプアニューギニアのリセナン島の第一印象は、まるで30年前のモルディブ。
歩いて1周できる小さな島に南洋の自然がたっぷりと残り、滞在中、素足で過ごせる。
客室数が少ない。白砂ビーチと海がきれい。
そうした条件をそろえた島は、実はそうそうありません。
だから、リセナン島に上陸した際、ほぼ一目ぼれでした。
首都ポートモレスビーから国内線で約1時間30分。
ニューアイルランド島の北西部カビエンの沖、ボートで約20分の海に浮かぶ一島一リゾート、
「リセナン・アイランド・リゾート」。
350メートル×80メートルの小さな島は、
パプアニューギニアでは貴重な白砂のビーチに縁どられています（一部、リーフ）。
内陸部は熱帯の木々がうっそうとしげるジャングルで、

11月中旬にペンス米副大統領が訪日し、
麻生太郎副総理兼財務相との間で「日米経済対話」を開催する方向で
日米両政府が調整していることが4日、分かった。

トランプ米大統領の代役として出席する予定で、その際に日本に立ち寄って開催する方向だ。

日米経済対話は、安倍氏とトランプ氏の間で合意した協議の枠組み。

安倍晋三首相や麻生太郎副総理と会談する予定であることが明らかになった。
具体的日程等詳細は今後詰める。
複数の関係筋が５日に明らかにした。中国・北朝鮮・経済問題などについて意見交換する見通し。
ペンス副大統領は１１月中旬にシンガポールで東南アジア諸国連合（ＡＳＥＡＮ）関連首脳会議、
およびパプアニューギニアでアジア太平洋経済協力会議（ＡＰＥＣ）に
トランプ米大統領の代理として出席する予定で、その際日本に立ち寄る予定。
米国は１１月６日に中間選挙を予定しており、直後の来日となる。
ペンス副大統領は麻生副総理と過去２回、日米経済対話を開催しており、
今回の来日時に３回目の開催が企画されている。日米間の通商問題については、
茂木敏充経済再生相とライトハイザー米通商代表部（ＵＳＴＲ）代表が９月に会談し、
これを受けて安倍首相とトランプ大統領の間で事実上の二国間自由貿易協定（ＦＴＡ）につながる
「物品貿易協定（ＴＡＧ）」の交渉開始が合意されたばかり。
ペンス・麻生両氏は、より広範なテーマで意見交換するとみられる。
