陸上自衛隊の陸幕広報室は、山崎幸二陸上幕僚長が3月3日から8日にかけてフィリピンと
パプアニューギニア共和国に出張することを発表した。

今回の陸上幕僚長の海外出張の目的は、フィリピン軍とパプアニューギニア軍との
ハイレベル交流を通じて相互理解を促進するとともに、
信頼関係を醸成して陸軍種間の防衛協力・交流の進展を図る。
フィリピンのマニラで訪問する予定の場所は、フィリピン国防省、フィリピン陸軍司令部、
フィリピン海兵隊司令部、フィリピン陸軍部隊となる。
パプアニューギニアのポートモレスビーで訪問する予定の場所は、
パプアニューギニア国防省、パプアニューギニア軍司令部となる。

A WORKSHOP hosted by Japan International Cooperation Agency (Jica) in Port Moresby yesterday
involved discussions with various stakeholders on developing the capital market.

Chief representative Takashi Toyama said reforms to develop the capital market in the country
had to be driven by the State, as the international market did not necessarily build capital
for lower-income economic democracies over time.

He said Japan had one of the world's most-robust capital markets
and was a leading contributor to global economic growth.

"Japan has the third largest stock market in the world after the United States and China,"
 Toyama said.

"The capital market in Japan has continuously evolved since 1960 and progressed on a continuum,
 from pre-dominant strong state financial institutions to fully-privatised financial companies dominating the market."
Toyama said the workshop aimed to instigate discussions on the emerging capital markets in PNG,
while at the same time acknowledging efforts by the Government to introduce important financial
and legal reforms aimed at modernising current trade and depository systems in the country.

Securities Commission (Secom) chairman Christopher Hnanguie said Secom was not a regulator
but a facilitator to work with the stakeholders to develop the capital markets.
"That heavy handedness on market participants is not the approach," he said.

"We want to work with the industry to help you to grown and help us expand the capital markets."

Hnanguie said everyone involved must look within
and be proactive in playing their part in developing the country's capital markets.

"We appeal to the developing partners and market participants to be proactive,
work with us, fulfill your obligations and help us develop and expand the capital market,"
 he said.

Hnanguie said that this workshop was a platform created by Jica and Secom
 to conduct quarterly dialogue on the PNG capital markets.

Hnanguie said they hoped that much could be learnt from the first dialogue,
including what was in the capital markets, best practices,
lessons and experiences of other countries including Japan
and other development partners to help in developing the country's capital markets.

Stakeholders who attended the workshop included representatives from Jica,
Bank of PNG, Securities Commission, Treasury Department, Port Moresby Stock Exchange,
Bank South Pacific, Nasfund, Asian Development Bank, International Finance Corporation (IFC),
 and Australian High Commission.

 2019年3月9日、米ボイス・オブ・アメリカの中国語版サイトは、太平洋地域で影響力を拡大する中国に対し、
オーストラリアが対抗姿勢を強めることを表明したと報じた。

記事によると、オーストラリアのアン・ラストン国際開発・太平洋大臣は8日、AFP通信に対し、
「私たちは自分たちの地域に、しかるべき注意と努力を払ってこなかったことについて
批判を受け入れなければならないと思う」と述べた。

オーストラリアのスコット・モリソン首相は、この地域における中国の経済的、政治的、
軍事的活動の増大に対応するため、関連する国々により多くの支援や安全保障上の援助、
外交官、対面接触を提供する政策を提唱している。

ラストン氏は「オーストラリアがパプアニューギニアとフィジーにセキュリティー施設を開発することは、
中国のこの地域における軍事化とは異なるものだ」とし、
「ここは私たちのリージョンであり、私たちのエリアであり、私たちが住んでいる所だ」と述べたという。

米地質調査所（USGS）によると昨夜、
パプアニューギニアのウッドラーク島沖を震源とするマグニチュード（M）6.1の地震が発生した。
　10日午後9時48分ごろ、ニューギニア島東端から100キロほど東のソロモン海を震源とするM6.1の地震が発生した。
震源の深さは約10キロで、この地震による津波の心配はないという。
　パプアニューギニアは、オーストラリアプレートと太平洋プレートがぶつかる境界で、
震源に近いソロモン海では、その西側に南ビスマルクプレート、
東側に太平洋プレートが沈み込んでいることから世界でも最も地震活動が活発なエリアだ。
 　USGSによると、1900年以来、M7.5を上回る巨大地震が、13回観測されており、
2007年4月1日には、海溝の西側を震源とするM8.1の地震で津波が発生、少なくとも40人が死亡した。

THE Government has recorded an unprecedented expenditure of K3.3 billion
between 2012 and 2018 on roads and bridges in the country.
Works Minister Michael Nali revealed this
when making a presentation during the leaders' summit in Port Moresby last week.
"We have recorded an unprecedented expenditure of K3.346 billion from 2012 -2018," Nali said.
He said these included:
•    Emergency and restoration work on 165km of the Highlands Highway;
•    transforming Lae from a "pothole city" to "cement city"
 with 50km of concrete roads at a cost of K350 million;
•    the Lae-Nadzab Road stage 1 upgrade to four lane worth K254 million;
•    the Boluminski Highway upgrade in New Ireland covering 274km;
•    the New Britain Highway covering 128km;
•    the upgrade and stabilising of Enga Highway from Togoba all the way to Porgera,
 covering a total of 270km at a cost of K240 million;
•    Bridge replacement programme costing K300 million; and
•    Sealing upgrade of 692km of national highways.
Nali said other programmes included the revitalisation of plant and transport division (PTD)
as service delivery maintenance model, hosting of PTD workshops in four provinces,
and the supply of 65 new heavy construction equipment by Japan International Cooperation Agency.
"That expenditure also includes rapid response to emergencies and disaster-affected infrastructure maintenance
of around 5000km of sub-national roads," he said.
Nali said an expenditure of K3.4 billion was a record achievement over the past 25 years.
"In my experience as a Member of Parliament,
this is a record achievement by any Government compared to any five-year term in the last 25 years,"
 he said.

　松戸市内外のプロ、アマチュアの和太鼓チームが終日、演奏をとどろかせる
「和太鼓の公演」が１７日、同市の２１世紀の森と広場で開催される。

　今年で５回目。地元の「小金原９丁目太鼓」や市和太鼓連盟に加盟の５団体をはじめ１３団体が出演する。
「三宅島芸能同志会」も三宅太鼓を披露する。

　午前９時半開演。会場では近隣の町会や福祉関係団体などが縁日の屋台を出店する。入場無料。
雨天の場合は森のホール２１。
　公演に合わせ、園内の市立博物館では珍しい太鼓を集めた企画展「日本の太鼓・世界の太鼓」が２４日まで開かれている。
　東京都・浅草の資料館「太皷（たいこ）館」のコレクション４３点と市立博物館が所蔵する１点の計４４点を展示している。
東日本大震災で被災した東北地方でメッセージを書き込んでもらった「希望の鼓」、
トカゲの皮を使ったパプアニューギニアの「トゥムトゥ」、素焼きに羊の皮を張ったイスラエルの「ダラブッカ」などが並ぶ。
太鼓の作り方や演奏などを紹介した映像も上映する。観覧無料。１７日は常設展も無料。１８日休館。
